Registry chief says informal property transfers barred for green deeds
The head of the deeds registration organization said only green deeds fall under the mandatory registration law and that informal transfers involving them are prohibited. The official said real estate agents bear civil liability if they draw up preliminary sale agreements contrary to the law that cannot be relied upon in court. The official also cited a combined total of 25 million brick-colored and green deeds.
