Hong Kong development chief leaves open contractor demerit system
Hong Kong Secretary for Development Bernadette Linn Hon-ho said authorities had not ruled out a contractor demerit points system, but had not considered it at this stage. She said the immediate focus was on strengthening penalties through legal amendments and improving disciplinary mechanisms, and pledged more frequent spot checks on contractors’ reports. Authorities were also considering conditions for building-maintenance subsidies, including long-term maintenance plans and reserve funds.
