South Korea plans phased expansion of mandatory workplace accident insurance for self-employed workers

South Korea’s labor ministry plans to bring self-employed workers at high risk of occupational injury into mandatory workplace accident insurance, then gradually expand coverage, targeting implementation as early as 2027. It also plans premium support to help them enter the system. The proposed expansion comes as self-employed enrollment is estimated at just 0.61%, with voluntary participants currently required to pay the full premium.
