Budget chief outlines shift to performance-based funding and direct payments to schools
The head of the Plan and Budget Organization said executive agencies must move toward performance-based budgeting next year, with funding ultimately paid directly to schools and allocations assessed against educational service-quality indicators. The official said pilot implementation has begun in some schools and hospitals and expressed hope that it would progress well by the end of the year.
