Study authors link 1947 federal pipeline powers to a near-sixfold rise in gas pipeline additions
Researchers Zachary Liscow and Joseph Shapiro say a paper they coauthored with Heidi Williams found that annual additions to gas pipeline mileage rose to nearly six times their pre-1947 baseline after Congress granted federal eminent-domain powers, while oil pipeline construction stayed steady. They argue that this history supports easing interstate power-line approvals as senators prepare to consider a permitting overhaul beginning Nov. 9.
