Zelenskyy says Ukraine aims to close EU negotiating clusters by year-end after talks with Costa
Volodymyr Zelenskyy said he discussed Ukraine’s EU accession process with European Council President António Costa, including a goal of closing all negotiating clusters by the end of 2026 and moving to closing chapters in 2027. He said they also discussed preparations for a trilateral meeting in Abu Dhabi. According to Zelenskyy, Costa supported Ukraine’s position that European representatives must participate in discussions on Ukraine’s security guarantees and economic recovery.
